The proposals are considered to be of a high standard of design and architectural quality which will make a significant contribution to improving the physical quality of the area, whilst respecting the nature conservation value of its location. The design responds to its context both as a regeneration site and to the surrounding townscape. These buildings will contribute positively to the area by becoming landmark buildings and by promoting regeneration through improved economic confidence in the area.

The proposed buildings will enhance Waltham Forest’s skyline and in line with the Mayor’s desire to maximise development, the buildings will create attractive landmarks and act as catalyst for regeneration. The form, scale and layout of the development respect the character and amenity interests of the adjoining residential streets whilst making full use of the site.

The development would have significant benefits in terms of urban renewal and would form a vital part of the regeneration programmes that are operating in the Blackhorse Lane area.
A variety of different types of flats are proposed which will meet the objective of securing an appropriate mix of dwelling size and types, and the policy requirement to make the most efficient use of land.
