The government is introducing changes to the planning system in England which
will apply to any applications made from 5 September. The changes were first
announced in the Planning Green Paper, 'Planning - delivering a fundamental
change, published in December 2001.
According to Planning Minister Keith Hill, the changes will speed up the
system, making it more open and encouraging more effective consultation.
The new rules are:
The time-limit for applicants lodging a planning, listed building or conservation
area consent appeal will be reduced from six months to three months
Routine consultation with statutory consultees will be speeded up and
planning authorities will have to give reasons for granting planning permission,
listed building or conservation area consent so the public can see how these
decisions have been reached.
There will also be a requirement to consult the Regional Development Agencies
(RDAs) before granting planning permission for certain categories of development.
