Strategic Planning Context
The Blackhorse Lane area has been identified in the London Plan as a priority investment area within the London-Stanstead-Cambridge- Peterborough growth corridor. Not only would development respond to specific and known requirements, but would also assist in the continued programme of urban renewal within the London Borough of Waltham Forest. Given the site’s location adjacent to the Blackhorse Road station and its identification as a possible ‘gateway’ to the Borough, the site presents an opportunity to promote a prominent building marking the site.

The wider area to the north of the application site is the subject of large-scale, long term redevelopment aspirations, which includes a new neighbourhood centre and station improvements and a new business park.
